Workshop on "Critical Legal Thinking"

From 2002 to 2004 two German jurists - one from the German Development Service (DED) and one from the Church Development Service (EED) – together with a Cambodian legal assistant provided updated legal advice to KID on current political issues like Election Law, Commune Council Law, Weapon Law, Law on Domestic Violence, etc. and trained KID's staff, Citizen Advisors, Partners and Commune Councils on human rights, rule of law, separation of power and democracy.

The Legal Unit also conducted a one-and-a-half year long regular workshop for 20 law students called “Critical Legal Thinking”.
The workshop not only focused on transfer of technical legal knowledge but also on building up self-confidence to use this knowledge practically.

The workshop’s participants discussed legal solutions for current human rights problems in Cambodia. They learned to apply their legal knowledge on real daily life cases taken from newspaper articles. They were trained to reflect and analyze legal issues critically and to understand their individual political competence as citizens. Teamwork and motivation and fun with working on the law had a high priority. To reduce fears and to encourage expressing own ideas was another main goal of the workshop. Regular fieldtrips to e.g. UN organizations, NGOs, the Bar Association of Cambodia, to the Kandal Provincial Court, the Constitutional Council and Prey Sar Prison, etc. tightened the contact of the participants with reality and their future professional work. At the same time practical training on how to conduct an interview, how to make a good presentation, how to communicate in a non-violent language and how to hold a free speech strengthened the self-confidence of the participants.

The workshop was divided in four parts:
• Human Rights
• Legislation
• Judiciary and
• International Instruments to Protect Human Rights.

As a result of this workshop three Study Textbooks on “Human Rights”, “Legislation” and “Judiciary” were published in Khmer and English.
