Japan Assistance Team for Small Arms Management in Cambodia (JSAC) was organized by Japan International Cooperation Systems (JICS) by the fund of Japanese Grant Aid to implement "Peace Building and Comprehensive Small Arms Management Program in Cambodia.



In Cambodia, which has a long history of civil war and social disorder, there still remains many Small Arms and Light Weapons (SALW). According to one estimation, 300,000 to 500,000 SALW exist in this country. Most of these SALW are possessed by local villagers in rural areas, and they have been a big obstacle for Peace. Japan Assistance Team for Small Arms Management in Cambodia (JSAC) is supporting Peace Building in Cambodia, through collection of illegally possessed weapons and introduction of stockpiling system to manage legal weapons.

The New Arms Law enacted:

The New Arms Law came into effect in Cambodia. It differs from the law without restraint that had been enforced up to now, and strict penalty has been included with regard to illegal possession and usage of sall arms. The Government of Cambodia will conduct activities pertaining to the law; producing a film documentary; holding workshops at the national level to train police and local officials; publishing the Law in local newspapers etc. Please see The New Arms Law comes into effect in detail.

The police support materials were handed over to the provincial polices in JSAC's target area on from July 18 to 20. The 6th Weapons Destruction Ceremony was held in Angkor Chum District, Siem Reap Province on March 13. 1,408 weapons were destroyed and handover of Laterite Road was conducted at the same time. February 3, 2005 The 5th Weapons Destruction Ceremony was held in Serei Saophoan, the Capital of Banteay Mean Chey Province on February 3. 1,422 weapons were destroyed and all these weapons had been voluntarily surrendered by civilians through JSAC's WDP Project. December 14, 2004 The 4th Weapons Destruction Ceremony was held in Otdar Mean Chey Province. Otdar Mean Chey Province is the only one where Weapons Destruction Ceremony has never been taken place. JSAC will handover the Safe Storeage to the Provincial Police at the same time. November 28, 2004-December 4, 2004 Two middle-grade executives from Cmabodian National Police went to Fukui Prefecture, Japan, to study weapons management and KOBAN system of Japaneses National Police Agency. The mission was broadcasted by several Japanese newspapers. October 20, 21, 2004 Construction of 'Safe Storages' for Legal Weapons possessed by Provincial Police were completed in Otdar Mean Chey and Banteay Mean Chey Province
